I noticed that some of our 4-room flat had their Lift upgrading programmes. Since 5-room already have lift stops at every floor, that left only 3-room and 4-room flats to be upgraded.
The more I observed, it seemed that only 4-room flats had their lift upgraded, but none so far 3-room flats.Checked the latest upgrade programmes, and noted that we have to wait for 10 years i.e. 2016 as our block (which was 3-room flat-type) was on the last of the list.
Although we are at lift-landing floor, some of neighbours who are not will have to wait for quite sometime.

There's one type of flat units which can't possibly benefit from the LUP. And it's the 4-room flats which are located 2 by 2 along a staircase. HDB can't possibly build a lift to stop on every floor just to serve two units, can they? Doesn't really make economic, feasible sense, do they? These flats are around 20 years old. Example Block 511, Ang Mo Kio Street 53. These are flats with corridoors that stretch from one end to another only on floors where there's a lift landing. I think u get the picture :)
actually it was the design flaw when they built the flats...cheers
